Regardless of Decades of Reform, Mexican Law Enforcement Remains Corrupt and Abusive

The significance of integrity within all levels of a nation’s law enforcement not only serves to stabilize it’s security, but also promotes economic growth and cultural well being.  Without this factor, a nation is in peril as those more powerful seek to subdue the weak and bribery overthrows justice.
